When a drug dealer and hopped-up movie star get Rollie fired from his movie job, he teams up with Detective Francis Gatti and an embittered Narcotics Detective in a personal war against two of the city's biggest drug gangs. Using F/X illusions, they engineer a war between the two gangs to stop tons of heroin from hitting the streets.
