The storyline follows Elise Wasserman and detectives Karl Roebuck working with each other to find a serial killer who abandoned the upper-half body of a politician and the lower-half of some prostitute that is British at the midpoint between the United Kingdom and France, in the Channel Tunnel. Then they learn that the killer--who comes to be nicknamed the"Truth Terrorist"--will be on a moral crusade to highlight several societal problems, terrorising both states in the process
