Pinky and Brain tend to be. Brain is self explanatory and scheming. Pinky is feeble minded although good natured. In each incident, Brain sustaining a new plan to dominate the Earth, which eventually leads to failure because of the impossibility of the plan of Brain, Pinky's idiocy, Brain arrogance, or even circumstances beyond their control.
